Let members vote on the most important infrastructure-liberating piece of information (usually software or standard) of the year, to which a sum of money is to be donated. This can be done every year with whatever sum may remain. A preparing team has to pre-select some eligible projects. It will help if these projects have already achieved something and in addition have published a plan on where they want to go from here and how they want to spend any donated money.
